PCl3_3's white fumes come from HCl gas released on hydrolysis by atmospheric moisture; ICl is more reactive than I2_2 because it has a weaker, more polar bond.

(i) PCl3_3 and moist air:

PCl3_3 reacts readily with water vapour present in moist air (hydrolysis):

PCl3+3H2O→H3PO3+3HCl↑PCl_3 + 3H_2O \rightarrow H_3PO_3 + 3HCl\uparrow

The HCl gas produced appears as visible white fumes in moist air.

(ii) ICl more reactive than I2_2:

The I–Cl bond is weaker and more polar than the I–I bond, because Cl is more electronegative than I, pulling electron density towards itself and leaving I with a partial positive charge. The symmetric, non-polar I–I bond in I2_2 is comparatively less easily broken. This makes ICl a much better source of electrophilic "I+^+", so it reacts (e.g. as an iodinating/oxidising agent) more readily than I2_2.
