Even though the tertiary sector is now the largest contributor to India's national income, its growth has not been uniformly beneficial, and several structural challenges remain — a topic frequently examined in BIEAP Economics Class 12 Commerce essay questions:

  1. Informality and job quality. A large part of services employment — in small retail, domestic work and low-end hospitality — remains informal, with low and irregular wages, little job security, and no access to social security benefits. This stands in sharp contrast to the much smaller, highly paid, formal segment found in IT, finance and professional services.

  2. Skill mismatch. High-value service jobs increasingly require specialised technical, digital or professional skills. A large part of the workforce, especially those moving out of agriculture, does not yet possess these skills, creating a gap between the jobs the fastest-growing parts of the tertiary sector can offer and the skills most job-seekers currently have.

  3. Regional concentration. Modern, high-value services — IT/ITeS, financial services — remain concentrated in a small number of large metropolitan hubs. Many other regions, including parts of Andhra Pradesh outside its principal urban centres, see a much smaller share of this high-value service activity, contributing to regional inequality in service-sector income and employment.

  4. Dependence on external demand. IT/ITeS exports, and to a lesser extent tourism, depend on economic conditions and policy (for example, visa rules) in client countries. A slowdown abroad, or a tightening of these policies, can directly affect Indian service exports and the employment that depends on them — an exposure that domestically oriented services such as trade or transport do not share to the same degree.

  5. Infrastructure gaps. Uneven power supply, transport connectivity and logistics in smaller towns and rural areas limit how far modern service activity can spread beyond established hubs. …
