Agriculture in India is often characterised by small and fragmented landholdings, dependence on monsoon rains, and low productivity. When a person cannot find work that pays enough to feed their family in their village, the city becomes the only realistic option.

But these are usually secondary considerations. A person will rarely migrate to a city only for education if they have no means to earn a living there.
