Part (a)

When Lord Cornwallis introduced the Permanent Settlement in Bengal in 1793, the Company believed it had created a stable, loyal landlord class modelled on the English gentry, who would invest in agriculture. The reality was different. The revenue demand fixed on the zamindars was pitched very high, because the Company assumed prices and harvests would remain buoyant, and once fixed it did not change even when the harvest failed. This rigidity was the root of the problem.

Enforcement was draconian. Under the Sunset Law, if the zamindar failed to pay the full amount by sunset on the appointed date, his estate could be auctioned immediately. In the difficult early decades, with agricultural prices low and harvests uncertain, many zamindars simply could not meet the demand and defaulted. Their difficulties were compounded by resistance from below: the ryots often refused or delayed paying rents, and the zamindar had limited power to coerce them, since the Company had curtailed his authority (for instance by restricting his troops and courts). Estates were also fragmented among heirs, and zamindars fell into debt to meet deadlines. …
