US soft power rests on the global appeal of its culture, the dominance of its structural institutions, the magnetism of its ideological vision, and the reach of its educational and knowledge networks.

Hegemony is not simply about military might or economic muscle. The United States has exercised a distinctive form of power since the end of the Cold War—one that works through attraction rather than coercion, through shaping preferences rather than dictating outcomes. This is soft power: the ability to get others to want what you want, to set the agenda, to define what is normal and desirable. Four features stand out in the American exercise of this influence.

Cultural dominance through mass media and lifestyle

American films, television shows, music, and consumer brands have penetrated virtually every corner of the globe. Hollywood exports not just entertainment but a way of seeing the world—individualism, aspiration, the promise of reinvention. Blue jeans, fast food chains, and streaming platforms carry with them a set of values and desires. This cultural presence is not imposed by force; people choose it, often enthusiastically. The result is that American norms and tastes become reference points, shaping what is fashionable, modern, or aspirational in societies far removed from the United States itself.

Structural power in global institutions

The United States played the architect's role in building the post-1945 international order—the United Nations, the World Bank, the International Monetary Fund, the World Trade Organization. These institutions embody rules and procedures that reflect American interests and liberal economic principles. By shaping the very framework within which global politics and economics operate, the US ensures that its preferences are baked into the system. Other countries must work within these structures, and in doing so they often adopt the assumptions and practices that underpin them. This is power exercised not through commands but through the design of the game itself.
