Part (a)

After the Second World War the world became bipolar, dominated by the United States and the Soviet Union. Each superpower built a network of alliances, and crucially it wanted smaller states as allies, not just for prestige but for hard advantages.

  • Vital resources. Many smaller states held oil, minerals and strategic raw materials essential to a superpower's industry and military. An alliance secured preferential access and denied the same to the rival.
  • Strategic locations and military bases. Small states often occupied key geographic positions. Alliances let a superpower place bases, listening posts and troops close to the adversary, allowing it to spy, project power and encircle the rival.
  • Economic expansion and markets. Allies became markets for goods and outlets for investment, extending the superpower's economic system – capitalism for the US, the socialist bloc for the USSR – through aid and trade agreements. …
