Part (a)

The staffing process is a systematic sequence that ensures the right people are in the right jobs. Three of its steps are the following.

  1. Estimating manpower requirements. This is the foundation of staffing. Management determines both the number and the type of employees needed to run the organisation. It does this through workload analysis (the tasks and volume of work expected) and workforce analysis (the present staff, allowing for retirements, transfers and promotions). It also specifies the quality required – whether engineers, accountants, salespeople or unskilled workers – using job analysis and job description. The result is a clear picture of how many people, with what skills, are needed and when.
  2. Selection. Once recruitment has produced a pool of applicants, selection chooses the most suitable among them. It is essentially a screening process that moves through stages – preliminary screening, selection tests (aptitude, intelligence, personality), the employment interview, reference and background checks, and a medical examination – ending with a final job offer.
