Rajkumar Shukla was a poor, emaciated, illiterate but resolute sharecropper from Champaran, a district in the foothills of the Himalayas near Nepal. He had come to the December 1916 Lucknow session of the Indian National Congress to complain about the injustice of the landlord system in Bihar. Under an ancient arrangement, the Champaran peasants were sharecroppers: the landlords compelled all tenants to plant three-twentieths, or fifteen per cent, of their holdings with indigo and to surrender the entire indigo harvest as rent, all under a long-term contract. Shukla wanted Gandhi to come to his district and help the peasants against this exploitation; somebody had probably told him, "Speak to Gandhi."

His success came entirely from persistence. Gandhi told Shukla he had an appointment in Cawnpore and was committed to travel to other parts of India, but Shukla accompanied him everywhere. When Gandhi returned to his ashram near Ahmedabad, Shukla followed him there too and for weeks never left his side, begging, "Fix a date." Impressed by the sharecropper's tenacity and his story, Gandhi told him to come to Calcutta and take him from there. Months later Shukla was waiting patiently at the appointed spot in Calcutta when Gandhi arrived, and the two boarded a train for Patna, on the way to Champaran.
