Step 3. (b) NOCl2 is produced in step 1 and fully consumed in step 2, so it never appears in the overall equation -- it is the reaction intermediate.
Step 4. (c) Step 1 involves two reactant molecules (NO and Cl2) colliding, so it is bimolecular (molecularity 2). Step 2 involves two reactant molecules (NOCl2 and NO) colliding, so it too is bimolecular (molecularity 2).
