Step 1. Plentiful light keeps the light reaction fully active, continuing to generate ATP and NADPH+H+ and to regenerate RuBP at a high rate - so the light-dependent supply side of photosynthesis is not the limiting issue here.

Step 2. RuBisCO, however, is a dual-function enzyme: it acts as a carboxylase (fixing CO2, running the productive Calvin/C3 cycle) when CO2 is available, but switches to acting as an oxygenase (fixing O2 instead) whenever O2 is relatively abundant and CO2 relatively scarce at its active site.

Step 3. A higher concentration of O2 shifts this balance directly toward the oxygenase reaction, since RuBisCO's two substrates, CO2 and O2, compete for the same active site.

Step 4. When RuBisCO acts as an oxygenase, it splits RuBP into PGA and phosphoglycolate rather than into two PGA molecules, committing the plant to the photorespiratory (C2) pathway - a route through the chloroplast, peroxisome and mitochondrion that consumes fixed carbon and yields no ATP. …
