Phenol is first sulfonated, then the sulfonic acid groups are displaced by nitro groups on nitration, giving 2,4,6-trinitrophenol (picric acid).

Direct nitration of phenol with concentrated HNO3HNO_3 is a very vigorous, uncontrollable reaction (phenol is highly activated towards electrophilic substitution) that leads to oxidation/tarring. So picric acid is instead made in two controlled steps:

Step 1 — Sulfonation: Phenol is treated with concentrated H2SO4H_2SO_4, which substitutes at the ortho and para positions to give phenol-2,4-disulfonic acid.
