The work function is the minimum energy that must be supplied to free the most loosely bound electron from a metal surface, and it sets the threshold frequency below which the photoelectric effect cannot occur.

In a metal, free electrons are held inside by attractive forces from the positive ions in the lattice, so they cannot normally escape the surface on their own at ordinary temperatures.
