The work function is the minimum binding energy holding the most loosely-bound (surface) electron inside a metal; it sets the threshold frequency for the photoelectric effect.

Free electrons inside a metal are held back from escaping by the attractive forces of the positive ions in the lattice, forming a potential-energy barrier at the surface. The work function, ϕ0\phi_0, is defined as the minimum energy that must be supplied to an electron at the metal's surface (its most weakly bound state) to just free it from the metal, with zero left-over kinetic energy.

In the photoelectric effect, when light of frequency ν\nu falls on a metal, each photon of energy hνh\nu can eject an electron only if hν≥ϕ0h\nu \geq \phi_0. The threshold frequency ν0\nu_0 is the minimum frequency for which photoemission just begins, i.e.
