A compound is called electron deficient if the central atom, after forming its normal covalent bonds, has fewer than eight electrons in its valence shell (an incomplete octet), which makes it a Lewis acid eager to accept an additional electron pair.

Step 2 - BCl3

Boron (2s22p12s^22p^1) forms three sigma bonds to three Cl atoms, using only 3 electron pairs, i.e. 6 electrons around boron. Its octet is incomplete, with a vacant 2p2p orbital. So BCl3\text{BCl}_3 IS a genuine electron-deficient compound.
