Retrieval failure and interference are both explanations of forgetting that locate the cause at the moment of recall rather than during storage, but they differ in what exactly they say goes wrong at that moment.

Interference theory assumes that learning and memorising create associations between items, and that once formed, these associations remain intact and normally coexist peacefully in memory. Forgetting occurs only when several independently stored sets of associations compete with each other for retrieval at the same time — proactive interference when earlier learning blocks recall of later learning, and retroactive interference when later learning blocks recall of earlier learning.
