The Mines Act, 1952, was a landmark law that set strict safety and health standards for mine workers, including mandatory weekly rest and limits on working hours.

The Industrial Revolution brought immense progress, but it also cast a long shadow over the lives of workers, especially in hazardous sectors like mining. Mines were dark, dusty, and dangerous places. Cave-ins, explosions, and respiratory diseases were common, and workers—including women and children—often toiled for 12 to 14 hours a day with no breaks, no safety gear, and no compensation for injuries. By the early 20th century, public outrage and labour movements pushed governments to act. In India, this led to a series of labour laws, culminating in the comprehensive Mines Act of 1952.

The Act was designed to regulate the conditions of work in mines, covering everything from hours of work to safety equipment and medical facilities. It replaced older, piecemeal legislation and brought mining under a unified, enforceable code. Two of its most important features stand out.

The Mines Act, 1952, applies to all mines—coal, metal, oil, and others—and is enforced by the Directorate General of Mines Safety (DGMS).

First, the Act established a strict limit on working hours. No adult mine worker could be required to work for more than 48 hours a week, and no more than 9 hours in any one day. This was a radical change from the unregulated schedules of the past. It also mandated that every worker must receive a rest interval of at least half an hour after every 6 hours of work. For underground mines, where conditions were even more gruelling, the maximum shift was set at 8 hours, including the time taken to travel from the surface to the working face.
