The Government of India launched the Prime Minister’s Rozgar Yojana (PMRY) and the Swarnajayanti Gram Swarozgar Yojana (SGSY) to promote employment and self-employment, with the positive outcome of reducing rural and urban unemployment by fostering small enterprises and skill development.

In the wake of economic liberalisation in the early 1990s, India faced a dual challenge: generating enough jobs for a growing workforce and absorbing those displaced from traditional sectors. The government responded not just with broad policy reforms but with targeted schemes aimed at the grassroots. Two of the most significant among these were the Prime Minister’s Rozgar Yojana (PMRY) and the Swarnajayanti Gram Swarozgar Yojana (SGSY).

The PMRY, launched in 1993, was designed specifically for educated unemployed youth in urban and rural areas. It provided financial assistance in the form of bank loans and government subsidies to set up small businesses — everything from a tailoring shop to a small manufacturing unit. The idea was simple: instead of waiting for a government job, a young person could become their own employer. The scheme also offered training and handholding support, so that the first-time entrepreneur did not fail for lack of know-how.

The SGSY, introduced in 1999, took a different but complementary approach. It focused on rural areas and organised the poor into self-help groups (SHGs). These groups were given bank credit and a government subsidy to start collective income-generating activities — dairy farming, handicrafts, or village-level services. The key insight here was that the rural poor, especially women, could lift themselves out of poverty faster when they worked together, pooling savings and sharing risk.
