Part (a): The Montreal Protocol (1987) was signed so that nations could jointly control ozone-depleting substances (CFCs) and protect the stratospheric ozone layer from destruction. Part (b): Ahmed Khan of Bengaluru invented 'Polyblend', a plastic-waste powder mixed with bitumen to make better, longer-lasting roads.

Part (a)

The ozone layer in the stratosphere absorbs most of the Sun's harmful UV-B radiation. In the 1970s-80s it was found to be thinning badly (the Antarctic 'ozone hole') because of ozone-depleting substances, chiefly chlorofluorocarbons (CFCs) from refrigerants and aerosols: UV breaks CFCs to release chlorine, and each chlorine atom destroys many ozone molecules. Increased UV-B causes skin cancer, cataracts (snow-blindness), damage to the immune system, and harm to plants and phytoplankton. Since the atmosphere is shared and ozone depletion respects no borders, no single country could solve it alone - so the participating nations signed the Montreal Protocol in 1987 to jointly phase out the production and use of ozone-depleting substances. …
