Step 1. Convert acetic acid to acetamide. Acetic acid reacts with ammonia to give ammonium acetate (a simple acid-base salt), which on strong heating loses water to give the amide: CH3-COOH + NH3 gives CH3-COONH4 (ammonium acetate); CH3-COONH4, heat, -H2O, gives CH3-CO-NH2 (acetamide).

Step 2. Apply Hofmann bromamide degradation (section 13.3.6). Acetamide, warmed with bromine and concentrated aqueous KOH, undergoes Hofmann degradation, losing its carbonyl carbon entirely and giving a primary amine with ONE carbon fewer -- exactly the chapter's own worked example: CH3-CO-NH2 + Br2 + 4 KOH(aq), heat, gives CH3-NH2 (methylamine) + 2 KBr + K2CO3 + 2 H2O. …
