Step 1. Paper chromatography is a partition-based technique: a special chromatography paper acts as the stationary phase, relying on continuous differential PARTITIONING of the mixture's components between the paper and a moving solvent (the mobile phase), rather than on adsorption.

Step 2. A strip of chromatography paper is spotted, near its base, with a solution of the mixture to be separated.

Step 3. The spotted strip is suspended so that its lower end (below the spot) dips into a suitable solvent held in a container; the solvent then rises up through the paper by capillary action, flowing past and over the original spot.

Step 4. Because the paper retains each component of the mixture to a different degree, according to how it partitions between the stationary (paper) and mobile (solvent) phases, the components separate as the solvent rises, developing what is called a chromatogram -- with the separated components now appearing as distinct spots sitting at different heights above the original spotting position. …
