R1R_1 is the base resistor. Increasing it lowers the base current and hence the collector current, so the ammeter reading falls. With less collector current the drop across R2R_2 is smaller, so VCEV_{CE} rises and the voltmeter reading increases.

Concept

In a common-emitter stage the base current sets the collector current through IC=βIBI_C=\beta I_B, and the output voltage is VCE=VCC−ICR2V_{CE}=V_{CC}-I_C R_2.
