Step 1: The general mechanism.

Halogen molecules (X2X_2) have relatively small energy gaps between their highest filled molecular orbitals and the lowest unoccupied (antibonding) molecular orbitals. Visible light has just enough energy to promote an electron across this gap.

Step 2: Absorption and the colour seen.

When a halogen absorbs certain wavelengths from white visible light for this electronic excitation, the wavelengths NOT absorbed are transmitted/reflected, and we perceive the colour complementary to the absorbed light.
