Gametes (sperm and ova) are formed from the germinal epithelium — the outer epithelial lining of the gonads (seminiferous-tubule/ovarian germinal epithelium).

The germinal epithelium is the layer of cells lining the gonads from which the primordial germ cells / gamete mother cells arise. In males it lines the seminiferous tubules (spermatogonia → sperm); in the ovary the germinal epithelium is the outer covering associated with the origin of the oogonia. Hence gametes are formed from the germinal epithelium.
