Step 1: Fluorine with water.

Fluorine is such a powerful oxidising agent that it oxidises water itself, vigorously liberating oxygen gas (this reaction can even occur explosively). This reflects fluorine's status as the strongest oxidiser among all elements.

Step 2: Chlorine with water.

Cl2(g)+H2O(l)⇌HCl(aq)+HOCl(aq)Cl_2(g) + H_2O(l) \rightleftharpoons HCl(aq) + HOCl(aq)

Chlorine, being a weaker oxidiser than fluorine, does not oxidise water to oxygen. Instead it undergoes a reversible hydrolysis/disproportionation reaction, forming an equilibrium mixture of hydrochloric acid and hypochlorous acid (with chlorine's oxidation state changing from 0 to both −1-1 and +1+1).
