Step 1: Bartlett's earlier discovery with oxygen.

Neil Bartlett had earlier discovered that platinum hexafluoride, PtF6PtF_6, was a powerful enough oxidiser to oxidise molecular oxygen itself, forming the ionic compound dioxygenyl hexafluoroplatinate(V):

O2+PtF6→O2+PtF6−O_2 + PtF_6 \rightarrow O_2^+PtF_6^-

Step 2: The key numerical coincidence.

Bartlett noted that the first ionisation enthalpy of molecular O2O_2 (1175 kJ/mol, i.e. the energy to remove an electron from O2O_2 to form O2+O_2^+) was remarkably close to the first ionisation enthalpy of the xenon atom (1170 kJ/mol).

Step 3: The reasoning/inspiration.

Since PtF6PtF_6 was strong enough to pull an electron away from O2O_2 (a species with an ionisation enthalpy of 1175 kJ/mol), and xenon's ionisation enthalpy (1170 kJ/mol) was almost the same (in fact very slightly lower), Bartlett reasoned that PtF6PtF_6 should be equally, if not more, capable of oxidising/ionising xenon.
