Articles 29 and 30 protect the Cultural and Educational Rights of minorities --
whether defined by religion or by language. Article 29 gives any section of citizens with a distinct
language, script, or culture of its own the right to conserve it, and separately guarantees that no
citizen can be denied admission into any state-maintained or state-aided educational institution on
grounds only of religion, race, caste, or language.
Article 30 gives all religious and linguistic minorities the right to establish and administer
educational institutions of their own choice, so that they can pass on their language, script, and
culture to the next generation in the way they see fit. The Constitution also guarantees that when
the state gives aid to educational institutions, it will not discriminate against an institution on
the ground that it is run by a religious or linguistic minority. These provisions exist because, …
