Articles 27 and 28 protect religious equality by restricting what the STATE
itself may do, rather than what individuals may do. Article 27 says that no person can be compelled
to pay any tax whose proceeds are specifically meant to promote or maintain any one particular
religion or religious denomination -- the state cannot use public money, raised from everyone, to
favour a single faith.
Article 28 restricts religious instruction in educational institutions: no religious instruction can
be provided in any institution wholly maintained out of state funds, and even in state-recognised or
state-aided institutions, no student can be compelled to take part in religious instruction or
