Consider a personal problem many students or their families experience: a family member — say a parent or an elder sibling — struggling for months to find suitable employment despite being qualified and actively searching. On the surface, this looks like a purely private difficulty, and common sense might explain it in personal terms: perhaps they are not trying hard enough, or lack the right skills, or interviewed poorly.

Applying C. Wright Mills's sociological imagination means asking a different, wider question before accepting that explanation: is this difficulty unique to this one individual, or is it something a large number of people in the same situation — same town, same industry, same age group — are also facing at the same time? If the answer is that many people are facing the very same difficulty, then the explanation has to shift away from individual character and towards the structure of opportunity itself. Perhaps a particular industry has been shrinking in that region, perhaps there is a genuine mismatch between the skills being taught and the jobs the local economy is actually creating, or perhaps the overall number of suitable openings has simply fallen. In any of these cases, the "personal trouble" of one unemployed family member turns out to be one visible instance of a much larger public issue in the structure of employment — an issue that cannot be solved simply by that one person trying harder, because the cause does not lie within their individual control.

This is exactly the logic the chapter's own activity on homelessness illustrates: a homeless couple's situation looks, individually, like personal misfortune, but understood alongside patterns of migration, urban housing shortage, and employment conditions shared by many others, it becomes a public issue that the state addresses through measures like the Pradhan Mantri Awas Yojna–Gramin, rather than something any one homeless individual could resolve alone. …
