The statement is therefore justified.

Staffing is that function of management which is concerned with obtaining, developing and retaining the right kind of people in the right positions. It covers manpower planning, recruitment, selection, placement, training, remuneration and appraisal. The core idea of staffing is captured in the phrase "the right person at the right job with the right pay."
