In SN2S_N2, the nucleophile and the substrate collide and react together in a single concerted step, so both concentrations appear in the rate law and the reaction is first order in each, second order overall: rate =k[RX][Nu−]= k[\text{RX}][\text{Nu}^-]; doubling either reactant's concentration doubles the rate. In SN1S_N1, the rate-determining step is the substrate's own ionisation, which does not involve the nucleophile at all -- the nucleophile only becomes involved in the fast second step, well after the rate has already been set.
