At absolute zero, every valence electron in an intrinsic semiconductor is locked into a covalent bond, so the valence band is completely filled and the conduction band completely empty -- with no available free carriers, the material behaves exactly like an insulator at this temperature. As temperature rises above 00 K, thermal vibration supplies enough energy to break a small but growing number of bonds, promoting electrons across the (comparatively narrow) forbidden gap into the conduction band and leaving holes behind in the valence band.
