Both devices are p-n junctions in which incident light generates electron-hole pairs that are separated by the junction's field. A photodiode is deliberately connected under REVERSE bias, so its (widened) depletion region and external field sweep the light-generated carriers into a small, precisely light-proportional current -- its purpose is SENSING/detecting light intensity.
