Reverse bias widens the depletion region and, on its own, gives only a tiny thermally generated leakage current. Light falling on the junction generates additional electron-hole pairs, exactly like thermal generation but controlled by light intensity; the reverse field sweeps these carriers across just as it sweeps thermally generated minority carriers, so the reverse current rises in close, linear proportion to the light intensity -- a light-controlled current source.
