Q.A cell that lacks chloroplast does not
Step 1. Recall which of these four activities actually needs a chloroplast. Evolving CO2 and requiring water are properties of essentially every living cell (through ordinary respiration and general metabolism), and utilizing carbohydrate (respiration) also happens in cells without chloroplasts. Liberating oxygen through photosynthesis, however, is the direct result of the photolysis of water carried out by Photosystem II inside the chloroplast's thylakoid membrane.
Step 2. Apply this to a chloroplast-less cell. Without a chloroplast, there is no site for the light reaction and no PS-II to split water, so the cell cannot release O2 by this route — even though it can still evolve CO2, require water, and use carbohydrate through ordinary cellular respiration.
