Ordinarily, when an object's temperature changes it is free to expand or contract in response (§7.5). Thermal stress arises specifically when an object is RESTRAINED -- rigidly clamped, fixed at both ends, or otherwise prevented from expanding or contracting freely -- so the thermal expansion or contraction it 'wants' to undergo cannot actually happen; the resulting internal push (compressive stress, on heating) or pull (tensile stress, on cooling) that builds up inside the restrained material is called thermal stress. This is exactly the everyday problem behind the practice, mentioned in the chapter's opening 'Can you tell?' prompts, of leaving small GAPS between railway rail sections: if the rails were laid end-to-end with no gap at all, thermal expansion on a hot day (Numerical vi works this out numerically for a 10 m rail section) would have nowhere to go, and the resulting thermal stress could buckle or warp the entire track -- a genuine safety hazard.
