Polythene and PVC are both addition polymers with a purely saturated carbon-carbon backbone and no hydrolysable linkage anywhere in the chain, so ordinary micro-organisms have no enzyme able to attack them -- both are non-biodegradable, persisting essentially unchanged for a very long time.
