Part (a): Financial planning is important because it helps forecast and face eventualities, coordinates activities and avoids waste, and links the present with the future as a basis for control.

Part (b): Fixed capital needs depend mainly on the nature of the business, the scale of operations, and the choice of technique.

Part (a)

Financial planning is the process of estimating the fund requirements of a business and specifying the sources of those funds. Its importance can be explained through three points.

1. It helps in forecasting and in facing eventualities. Financial planning tries to forecast what may happen in future under different business situations. By doing so, it helps the firm to prepare in advance for meeting these situations, so that the business is not caught unawares by sudden surprises or shortages of funds.

2. It helps in coordination and in avoiding waste. Financial planning helps in coordinating various business activities such as sales and production. A well-made plan ensures a proper balance between the inflow and outflow of funds so that liquidity is maintained throughout the year. By matching fund requirements with actual needs, it avoids duplication of effort and wastage arising from over- or under-provision of funds.

3. It links the present with the future and provides a basis for control. Financial planning connects present financial decisions with future goals. It lays down clearly the objectives, policies, procedures and budgets, which then serve as standards against which actual performance can be evaluated — thereby providing a basis for financial control. …
