Torque is the cause of angular acceleration: τ=Iα\tau = I\alpha.

For a rotating rigid body, Newton's second law in rotational form is

τ=Iα\tau = I\alpha

where τ\tau is the net torque, II the moment of inertia (constant for a rigid body about a given axis) and α\alpha the angular acceleration.

If α=0\alpha = 0, then since I≠0I \neq 0 in general, τ=I×0=0\tau = I \times 0 = 0.
