The Consumer Protection Act, 2019 establishes a three-tier machinery of Consumer Disputes Redressal Commissions:

  1. District Commission — established in each district; hears complaints where the value of goods/services as consideration does not exceed ₹1 crore.
  2. State Commission — established in each state/UT; hears complaints where the value exceeds ₹1 crore but does not exceed ₹10 crore, and also hears appeals from District Commissions within that state (appeal to be filed within 45 days of the District Commission's order).
  3. National Commission — a single Commission for the whole country, based in New Delhi; hears complaints where the value exceeds ₹10 crore, and also hears appeals from State Commissions (within 30 days). A further appeal from a National Commission order lies to the Supreme Court of India (within 30 days).

Who may file, and how. A complaint may be filed by the consumer, a recognised consumer association, the Central or a State Government, or jointly by consumers with a common interest — and, under the 2019 Act, it may be filed electronically and from the place where the complainant resides or works, not only from the seller's location. …
