The District Commission and State Commission are two levels of the three-tier consumer redressal machinery. The District Commission is the lowest level with the smallest money limit; the State Commission is the middle level with a higher money limit and also acts as an appeal authority over District Commissions.

Basis of distinction between District Commission and State Commission

(Note: monetary limits are those laid down under the Consumer Protection Act, 2019.)

  1. Level — The District Commission is established at the district level, one for each district. The State Commission is established at the state level, one for each state/union territory.

  2. Pecuniary (monetary) jurisdiction — The District Commission entertains complaints where the value of goods/services and compensation does not exceed Rs. 50 lakh (as per the 2019 Act). The State Commission entertains complaints where the value is above Rs. 50 lakh and up to Rs. 2 crore.

  3. Appellate power — The District Commission has no appellate power; it is a court of first complaint. The State Commission hears appeals against the orders of District Commissions within its state, besides its own original complaints.
