Consumer protection is delivered through five complementary mechanisms:
- Self-regulation by business. Businesses voluntarily practise honest advertising, fair pricing, genuine warranties/guarantees and responsive after-sales service, and maintain internal grievance-redressal cells — both as good conduct and because a reputation for fair dealing builds goodwill and repeat custom.
- Business and trade associations. Industry bodies frame their own codes of conduct beyond legal minimums. The Advertising Standards Council of India (ASCI) is a well-known example, examining complaints against misleading or offensive advertisements and asking members to withdraw or modify them.
- Consumer organisations and NGOs. Voluntary consumer groups run product testing and comparison, publish awareness material, provide legal guidance to complainants, operate helplines and represent consumer interests collectively — supplying the bargaining weight an individual consumer usually lacks.
- Government measures. These are of two kinds: legislative — enacting protective laws such as the Consumer Protection Act, 2019, the Bureau of Indian Standards Act, the Food Safety and Standards Act and the Legal Metrology Act; and administrative — running regulatory bodies, the National Consumer Helpline, and public awareness campaigns such as "Jago Grahak Jago".
- Judicial measures. Where the earlier layers do not resolve a dispute, the three-tier Consumer Disputes Redressal Commissions (District, State, National) provide an inexpensive, relatively quick, quasi-judicial route to a remedy.
These layers are deliberately overlapping — self-regulation and association codes are meant to resolve most issues before government or judicial intervention becomes necessary.
✓Final answer
The five ways and means of consumer protection are: self-regulation by business, codes framed by business/trade associations (e.g. ASCI), consumer organisations and NGOs, government legislative and administrative measures, and judicial measures via the three-tier Consumer Disputes Redressal Commissions.
