Polar molecules have inherent charge asymmetry; non-polar molecules only get polarised under an external field.

Polar dielectrics: substances whose molecules have an asymmetric charge distribution, giving them a permanent electric dipole moment even in the absence of an external electric field (e.g. water H2OH_2O, HCl, NH3NH_3). In the absence of a field these dipoles are randomly oriented (zero net dipole moment for the bulk), but they align (partially) when a field is applied.
