Part (a): Displacement current Id=ε0 dΦE/dtI_d=\varepsilon_0\,d\Phi_E/dt is due to a changing electric field and, unlike conduction current, involves no moving charges and exists even in vacuum.

Part (b): EM waves are transverse and travel at cc in vacuum; microwaves suit radar because their short wavelength gives narrow, directional beams that reflect well from targets.

Ampere's law ∮B⃗⋅dl⃗=μ0I\oint\vec{B}\cdot d\vec{l}=\mu_0 I fails for a charging capacitor: no conduction current crosses the gap, yet a magnetic field exists there. Maxwell's fix was to note that the changing electric field between the plates acts as a current — the displacement current:

With this term, Ampere's law becomes ∮B⃗⋅dl⃗=μ0 (Ic+Id)\oint\vec{B}\cdot d\vec{l}=\mu_0\,(I_c+I_d) and is consistent for every surface.
