Meiosis in the ovule takes place in the diploid megaspore mother cell, which is what reduces the chromosome number to produce haploid megaspores.
Within the ovule, a diploid cell in the nucellus differentiates into the megaspore mother cell (MMC). It is specifically this cell, not the surrounding integument, not the nucellus generally, and not the megaspore itself (which is already a product, not the site, of meiosis), that undergoes meiotic division to produce a linear tetrad of four haploid megaspores. Only after meiosis is complete does one of these four haploid megaspores become the functional cell that develops into the female gametophyte (embryo sac).
