A lens's converging or diverging nature depends on whether its refractive index is greater or less than the surrounding medium. When the medium's refractive index exceeds that of the lens material, the lens switches behavior: diverging.

The key insight here is that a lens doesn't have an intrinsic "converging" or "diverging" character in isolation. What matters is the relative refractive index between the lens material and the surrounding medium.

When light enters a denser medium from a rarer one, it bends toward the normal. A converging lens in air works because the glass is optically denser than air, so the curved surfaces refract light inward. But if we flip this relationship—if the surrounding medium becomes denser than the lens material—the refraction reverses direction.

The lens maker's equation captures this beautifully:
