Under the Consumer Protection Act, consumer disputes are redressed through a three-tier machinery — District, State and National. The District and National Commissions differ as follows (monetary limits as per the Consumer Protection Act, 2019):
| Basis | District Commission | National Commission |
|---|---|---|
| Level | Established at the district level | Established at the national level (one for the whole country) |
| Position | Lowest level of the three-tier system | Highest (apex) level of the three-tier system |
| Pecuniary (money) jurisdiction | Complaints where the value of goods/services does not exceed a prescribed lower limit (small-value claims) | Complaints of the highest value, above the State Commission's limit |
| Appeal | Appeal against its order lies to the State Commission | Appeal against its order lies to the Supreme Court |
