The District Commission is a district-level consumer court for low-value claims; the State Commission is a state-level body for higher-value claims and hears appeals against District Commission orders.

Under the consumer grievance-redressal machinery there is a three-tier system — District Commission, State Commission and National Commission. The District and State Commissions differ as follows:
