As the copper disc of the pendulum swings into, through, and out of the region between the magnet's poles, the flux linked with different parts of the disc keeps changing (because the disc's position relative to the field is changing), inducing eddy currents that swirl within the disc's bulk. By Lenz's law, these induced currents always create a force that opposes the relative motion causing them -- so the disc experiences a retarding (drag) force that acts opposite to its swing at every instant, unlike ordinary air resistance which is comparatively weak.
