Low-level modulation is done before the power amplifier (needs linear PAs, lower efficiency); high-level modulation is done at the final high-power stage (Class C, higher efficiency, more modulating power).
The difference lies in where in the transmitter the modulation is carried out.
Low-level modulation:
- Modulation is performed at a low-power stage, before the carrier is power-amplified.
