The buffer isolates the oscillator from the power stages so their loading cannot shift the carrier frequency.
In a transmitter the carrier is produced by a master oscillator whose frequency must stay very stable. If the high-power amplifier stages were connected directly to the oscillator, any change in their load (for example due to modulation or antenna variations) would reflect back and 'pull' the oscillator, changing the carrier frequency.
